The federal opposition has called for a national solar payment to encourage more home owners to generate solar power.

Opposition environment spokesman Greg Hunt on Monday said a draft plan should be prepared for a national tariff… .

“A national solar feed-in tariff could provide an immediate boost to domestic solar power uptake.”

Mr Hunt also told the Climate Action Network Australia conference that the nation needs to develop large-scale projects to create baseload solar power.

“Much needs to be done on this front in relation to cost, reliability and storage of energy.

Former prime minister John Howard…. argued that renewable energy sources like solar and wind could not provide baseload power using existing technologies.

Mr Hunt said the coalition now has a vision of Australia becoming the world’s first “solar continent”.

October 2004,

5th - Bracks declares, tollways had not been planned nor even considered before 2003.

Mr. Doyle and others put the question, indicating documentary evidence was available. Bracks confirmed his first answer, no, it had not been considered, had not been discussed in cabinet until 2003.

Mr. Doyle furnishes the documents. In view of that evidence, on the evening of the 5th, Mr. Bracks begins altering his lies, on public radio, then in parliament the next day, including asserting a bureaucrat had independently worked on tollways.

In 2003 , Bracks’ justification for the surprising announcement , it will be a Tollway, is : a ` financial hole in govt. accounts had suddenly appeared, tolling was required to prevent a slide into debt.’ During the Parliament’s sittings 5th, 6th, 7th, 11th Oct. Cabinet specfied the `blackhole was public transport’. The Govt blamed Mr. Kennett’s Cabinet for having established an `inappropriate organisation’ (!? !).

It is worthwhile to observe, long before Financial `blackholes ‘ appears,Finance, related committees and E.R.C. brief cabinet of evidence of any deterioration in budget accounts long before deviations compound into a financial crisis. Whether the Cabinet accepts the advice and acts upon it before it is too late is solely the responsibility of the Cabinet.

Having said that, the `financial hole’ Mr. Bracks and his Cabinet speak of, was identified by them as having emerged in April 2003 after the election, which,even if true according to them,is still one to two years after Cabinet had first considered converting the Scoresby highway into a tollway in 2001.

An obvious contradiction is entailed. On the one hand, the Cabinet asserts the reason is a blackhole, and on the other hand it asserts the budget is sound, the treasurer is running under budget. Both Mr. Bracks and Mr. Brumby said so before, during and after the election of 2003, the budget was in surplus. It asserted the same just yesterday of the current budget. Which is it?
The answer would lie in that glib reply of Mr. Bracks, the Cabinet is sinking the finances into debt, now standing officially, according to Mr. Bracks, at $2b .

That $2b of debt also points to another lie they told yesterday, the current budget is in `surplus’. Now, after having cleared the books of the Cain-Kirner mess, the Kennett-Stockdale administration had the government’s finances were in the black and living well within the proverbial means, but not so not under the Bracks-Brumby administration.

Yet, allowing for blackholes, they are a straw man of a justification for tolling the highway. A false excuse and another lie. At the beginning of this item, it was reiterated, Kennett and Stockdale set up accumulating funds timed to mature in financial markets for when major expenses , road building for one, fell due. One of those funds was set up for the Scoresby highway construction. To, reiterate , by the time they left office, 1999, the fund was already at $200m and thus, it is simple to reckon,if they were still in office, the full amount would of the state government’s part of the purchase price of the highway would have been met.
In other words, what happened to the fund for the Scoresby Freeway under Messrs. Bracks and Brumby?

Either the fund is still intact but, the Cabinet wish to use that fund and the Commonwealth’s 50% of the purchase price payment to acquire a profit earning business or, it has defrauded the govt., and so real taxpayers, by having ransacked the fund in the course of its spending spree, starting at the end of 1999 , as soon as it was first jobbed into office.

It should be observed, one pin of setting up funds is, the important distinction between running expenses of administration met out of regular cash revenues, taxes, and funding major works such as the freeway, as illustrated by Mr. Stockdale’s use of capital funds to build funds for such projects as they fall due. The Cabinet under Messrs Bracks and Mr. Brumby have stolen those funds to pay straight cash flow expenses, top pay for a spending spree , which spree continues apace,it is buying `projects’ out of straight day to day operating revenues. It, the conclusion is sure enough, has committed major criminal fraud.

In committing fraud, they are lying as to why they have done so. The blackholes Cabinet speak of are independent of capital accumulation funds for major, limited projects. The blackholes are due to its general budgetary malfeasance, but of no force for the funds if they are still intact. They are not intact, the Cabinet has stripped funds accounts to indulge its spending spree ( and so has committed fraud in doing so, as well as telling more lies to parliament over finances and budget).

The Bracks Cabinet, to date, has lied from at least sometime in 2001 to parliament over its treatment of financing of the construction of the Scoresby highway.It has violated at least one Act in doing so, the F.O.I. Act, deliberately violated it. It, to suggest, is in violation of at least one other Act:

It has, in the course of 2000-2004 committed fraud in the misappropriation of financial funds, in this case what was already by 1999 a $200m Scoresby Freeway Fund. The Cabinet have deliberately lied to Parliament and the general public. It deliberately lied to the public during the 2003 State election . Last week, Bracks lied again to parliament, and did so despite the fact Mr. Doyle alerted Mr. Bracks he was in the possession of evidence demonstrating contrary facts.

In the face of hard stubborn evidence, Mr. Bracks and his Cabinet have attempted to engage in special pleading and further fabrications in the attempt to buttress out and out lies, and to evade the force of what is indicated, the Cabinet has committed a number of serious criminal offences. The Cabinet decision to default on the contract was made long before 2003, they in fact initiated planning the breach of the contract, a tolled highway, in 2001. The Bracks Govt. during the course of 2003 and 2004 has sought to portray the villain in the piece, when it is the Bracks Govt. which decided to default on the contract. Bracks hoped for a Latham win, he expected Latham would hand over the Commonwealth Government’s Payment of half the purchase price at $600m without holding the Bracks Cabinet to the terms of the contract. Now, as to whether Latham would have volunteered as Mr. Bracks and Brumby hoped, or not, one won’t speculate .

What is the telling upshot of Mr. Howard’s magnificent victory, there is now no rescuing of Mr. Bracks and his Cabinet. There is no Big Bruvver ALP Federal Govt to hand over $600m so the criminals pretending to be responsible Cabinet ministers can set up a profit making business charging govt. monopoly prices .No Big Bruvver to rescue the Cabinet from not merely a furore, a tempest in a delicate china teacup, but the consequences of having committeds serioucriminal offences as well as lesser offences.

Capping it all of, the Scoresby highway affair has also provided a direct window into the financial conduct of the Cabinet. Mr. Brumby is spending the Govt. into bankruptcy,once again, and Victorians into the destitution that comes with another economic depression that Victorians do not need to have but will have to suffer and endure if this govt. is not dismissed on account of its malfeasance. Throw in the fact the cabinet is, through Rod Hulls, overthrowing the Rule of Common Law for what are nothing less than totalitarian Secret Police State Decrees, and how monstrous the govt is comes in to view more clearly than the city of Melbourne. Now, however, the grounds for the dismissal of the ALP State administration are secure, they have committed major offences against parliament and have also committed serious criminal offences.

The Governor General of Victoria, even if he be a socialist, has no choice in the matter, he must do his duty and sack the Govt. Once dismissed, criminal charges must be issued against the members of the Bracks Cabinet. This is the third time the actions of a number of them, including Bracks, have been nothing less than criminally malfeasant, including its Totalitarian laws.
Let’s add it up:

3. Now, under Mr. Bracks.

Both Cain and Kirner should have been prosecuted on criminal counts, under common law and sate acts and federal acts - those on corporations and officers of them.

To finish off with, what sticks out plainer than Mr. Bracks’ fat face is ,as I’ve said often enough, Bracks, Brumby, Pike, the whole Cabinet are I.Q. deficient. What the Cabinet has done is the height of stupidity, the optimisation of morons in action, the last few days in parliament and in public, wach of the Cabinet has demonstrated how below average they are. They have to be morons to stand up in Parliament these last few days and lie while the Honourable Mr. Doyle, Mulder and Welles are holding and waving documents which state the obvious. They have to be morons to believe, as officers of the Crown, and as administrators and thus holding office in trust from electors, they can commit crimes and not be found out.

They are the sort of morons who are yet convinced they are superior to others, can outwit others. They are not only that sort of morons, they are the sort of morons of that sort of morons who believe they can commit crimes, commit indeed `perfect crimes’, and never be found out and convicted because, they are the sort of morons who are convinced of their own genius, wit and infallibility. It is reflected in their command of English, their usage is that of the retarded reinforced by a heady grounding by those masters of the English language Dick and Dora . It is reflected also in, they have been caught out and are being condemned for their crimes and will soon be charged and convicted of them.

We’ll do with a sharp chronology. First however, an exchange, Question Time, is on the one hand amusing, and on the other hand disturbing but confirms a number of conclusions.

Mr. Doyle, in view of Mr. Howard’s victory, commences a question on the Freeway with:

In his reply Mr Bracks glibly states:

Straight from the horse’s mouth, the Cabinet has sunk the govt. into $2billion dollars of debt, over and above the the sheer amount of revenue it collects from this govt’s. fines, taxes, duties and sundry means, and the $2b it recieves in G.S.T. So, we have an indication as to the extent of this administration’s spending spree, which they continue apace. it should also be noted , late last year and early this year, one predicted unemployment will increase in Victoria due to the tax and spend habits of the Bracks led ALP administration. It is occuring, the lines of the unemployed are starting to build first where it can be expected to show up first, in rural Victoria.

Other preliminaries: the estimated charge for the highway is $1.2 b. According to the agreement with the Commonwealth Government, Vicotria would thus pay $600 million, the Commonwealth would pay $600m.

Sept. 1999 The the 3 wise monkeys jobbed the ALP onto the Treasury Benches. Next to many things occurring , real investment was surging in Victoria, that includes in rural Victoria. Govt. Debt was all but wiped out, the Kennett govt. was spending within its means and: and squirrelled away funds and building them for major projects which would fall due: thus eliminating drain on real taxpayers for funds if the Kennett led Coaltion Govt. and not been overturned in the parliament.

For the Scoresby Freeway, the Treasurer the Hon. Mr. Alan Stockdale had built ,to 1999, funds of $200 m., with gradual accumualtion to continue, timed for when the freeway construction is due and payments start to be incurred.

In other words, by the end of 1999, the Kennett had already accumulated in funds 1/3 of the $600m the Vicotria Govt. was expected to ppay under the terms of the agreement with the Commonwealth. It is a ready inference, by the project commencement time, A Kennett’ Stockdale led administration would have had the full charge already catered for and thus entailing no extra burden on real taxpayers.

November 1999, the Bracks led ALP administration, begins the continuing spending spree with, increasing payroll - the Bracks Govt. commenced hiring exponentially, by mid 2000, having accumulated current payroll expense plus the entailed long term liabilities of something in the order of about $4b per annum, as a very shrewd estimate.A simple calculation really, sum increase in payroll by adding up numbers hired multiplied by pay per unit, one might say.

Feb. 2002 The Expenditure Review Committe submitted business plans to Cabinet for the highway to be Tollway . The
date is curious.
The Expenditure Review Committee reports directly to Cabinet and is instructed by cabinet as raises
new expenditure proposals as well as monitoring incurred expenditures. The E.R.C. , in preparing proposals is
throughly briefed by Portfolio Budget Submissions and the Dept. of Finance. A crucial focus of the briefings and
the E.R.C’s work is financial analysis of the budget of the govt., that of what is proposed and the financial impact of new
proposals. As Opposition members observed, tollways ,as themselves plans submitted by E.R.C. were not a whimsical
of some junior, obscure bureaucrat, they are matters which are raised in Cabinet with the E.R.C. committee.

In view of the above, in view of the fact that the E.R.C. submitted a fully worked up submission to the Cabinet for
building the Scoresby highway as a Tollway, the inference is naked, the Bracks cabinet must have instructed the
E.R.C. to raise a proposal for tolled highway in 2001, the time frame for developing such a proposal is more than suggestive,
there is no other conclusion to be drawn.

The Cabinet, building on what the honourable members have so far furnished to Parliament, must have been considering
the Tollway plan from sometime during the course of 2001. The conclusion, they must have done so, compounds what
Mr. Doyle has demonstrated beyond any doubt, that Bracks lied not only in declaring a tollway was not raised as the plan
until after February 2003, but in declaring they had not been considered at all until after Feb. 2003. We can also push further
when the Bracks Cabinet first considered tollways, no later than sometime during 2001.

The E.R.C. document, detailing the plans for a tolled highway, is dated Feb. 2002 ergo, which
confirms the above conclusively, no iffs, no buts, just black and white , first hand Cabinet evidence to the above.

The mention of even Mary Delahunty, a Bracks’ Cabinet member and ministerial Chairman of the E.R.C. is bound up
with the above, has indicated in the lead item of yesterday. Not many, if any , in the Brack’s Cabinet are ignorant of the
facts opposed to the lies Mr. Bracks and Cabinet Ministers have told inorder to, deceive Parliament and the general public.
Many in the Cabinet were party to it right from when Cabinet first concidered it, during no later than sometime in 2001,
and of those, many have remained responsible for the planning of the highway as a tollway.

Nov. 8, 2002 Premier on Friday, 8 November 2002

in the ABC studios. During that debate Ian Henderson said to the Premier directly:
Would you categorically rule out putting any more tolls on new or existing roads?
And Steve Bracks said: Yes, I will.

February 2003 Bracks declared, the highway will not be a tollway, it will be a freeway, prior to the State election for the
Victorian Parliament.

April 2003. A matter of only a mere few weeks after the election, Bracks announced:
14 April 2003 the Premier announced there were to be tolls on the Scoresby freeway
The next day, the 15th of April, Mr. Bracks declared publicly, on 3 AW, on Neil Mitchell’s show
: Two weeks ago, talking to you, I had not at that stage, at all, ever considered the fact that we would put on a toll.
The first 2 weeks of April 2003, Mr. Bracks declared,was the first time building the highway as a tollway
had merely been considered by Cabinet.

Merely considered it, not planned it, merely raised it as a loose Cabinet discussion subject, as an informal
bit ofconverstaional scuttlebutt tossed around to muse over, and even ponder whether it even sounded a
possibility which E.R.C. should be directed to examine and thus before E.R.C. submitting a fully worked up
proposal . Indeed,, before even just analyses could be undertaken by E.R.C.,, let alone fleshing out of a fully
worked up plan, Cabinet also had to mention it `conversationally’ to E.R.C. when in what, otherwise, is
considered formal meetings of the E.R.C., fully minuted executive minutes.

Well, the `conversational’ tossing things around was documented, in Feb. 2001. It must have been because in
February 2002, Lo! E.R.C. shoved across the table one fully fleshed out proposal,during a formal, executive session of
the E.R.C., which rquires the attendance of responsible ministers: Chairman, Transport, Treasurer, Finance and, lo, the
Premier.
